United States: Publication of the GENIUS Act on stablecoins

On July 17, 2025, the US Congress passed the Genius Act, a landmark law establishing the first federal regulatory framework for “payment stablecoins.”
This text requires issuers to guarantee a reserve of high-quality liquid assets covering 100% of the value of tokens in circulation. It should be noted that the law prohibits federal banks from issuing a central bank digital currency (CBDC) for the general public.
